I don't know, I don't have the Japanese episodes anymore. I don't think Gero or Myuu even said anything about #17 toying around or using less than full power. I think they started talking about #17 being the perfect being once he combines with the other one.

 Or maybe the addition boost works like Cell's, not adding the PLs but increasing quite a lot the result's power? Or maybe like the Metamorian Dance?
